TEXT-S&P assigns 'AA-/A-1+' ratings to UOB's CP notes program

Jan 18 - Standard & Poor's Ratings Services today assigned its 'AA-' long-term and 'A-1+'

short-term issue ratings to the US$10 billion commercial paper notes program of United Overseas

Bank Ltd. (UOB: AA-/Stable/A-1+; axAAA/axA-1+).

The program's notes will constitute direct, unsecured, and unsubordinated obligations of UOB

and rank equally with the bank's other unsecured and unsubordinated obligations. The notes will

be denominated in U.S. dollar and have a maximum maturity of 397 days.

Facebook Adds Voice Calling to iOS Messenger App

Facebook Free Calling

Facebook is rolling out a free calling option to iPhone Facebook Messenger users.

The new function, which is rolling out to the Facebook Messenger iOS app, requires Messenger users to open a conversation with another iPhone owner, tap the "i" button in the top right corner, and press "Free Call." The recipient will then receive a pop-up notification that says, for example, "Stephanie Mlot is calling."

To those users without full functionality yet, the app reminds you that free calling is unavailable, and "You don't have permission to chat with this person" (see below).

Facebook did not immediately respond to PCMag's request for comment. But according to The Verge, U.S. Facebook users can make free calls to iPhone-toting friends over Wi-Fi or via a data connection.

The new option offers a real boost to people with spotty cell service at work or at home, and those hoping to conserve minutes.

Facebook Free Calling Unavailable

Facebook hinted that the feature was in the works earlier this month, when it rolled out updates to its iOS and Android Messenger apps to include voicemail. At that point, Canadian iOS users were also given access to the voice-calling feature.

As The Verge pointed out, the move means Facebook could have "one of the largest communities of VoIP users in the world." Competitors like Skype and Vonage have much smaller user bases compared to the most popular social network.

Facebook and Skype have been in cahoots for two and a half years, since the social network in 2011 integrated a Skype video-calling feature directly into Facebook.com. But the tool was not made available on mobile, perhaps to allow Facebook to strike out on its own.

The Facebook Messenger app is currently available for free in the Apple App Store.

MADISON ? Venture Capital?

That?s so 1999.

State Sen. Alberta Darling, R-River Hills, thinks it?s time venture capital had a new handle.

How about ?investment capital?? Yeah, that?s the ticket.

?Well, I think we changed the issue of venture capital to investment capital,? Darling said.

The senator said she believes ?most people don?t understand that?s the way to invest in jobs.?

Is ?investment capital? the New Coke of taxpayer-subsidized business development?

You say venture, she says investment. What?s in a name? Marketability.

Ah, the power of branding. When Coca-Cola wasn?t selling in the 1980s, the marketing team developed ?New Coke.? When that didn?t sell, they went with ?Coca-Cola Classic.? Instant success after profound failure.

?It?s not an unusual technique to use new and different terminology for the same program,? said Paul Gibler, a lecturer at the University of Wisconsin-Milwaukee Business School. ?Certainly in the political arena people do approach their nomenclature with a technique of putting the best spin on it.?

It?s what makes the PATRIOT Act sound, well, patriotic.

?I think some of it is repositioning. Sometimes you keep the same brand and come up with a different story around that brand,? he said. ?Philip Morris, for example, because of the brand being so associated with cigarettes, rebranded to Altria. It becomes a fresher brand.?

Fresher and less lung cancer-y.

But plenty of people worried about pumping taxpayer money into startups and existing business will tell you venture capital by any other name is crony capitalism.

Venture capital didn?t turn out so good under the state?s last large-scale venture capital scheme from 1999 to 2008. The state gained 202 jobs while out-of-state investment firms received $50 million, according to an analysis by the Milwaukee Journal Sentinel.

The state still can?t account for $10 million from that calamity. And a plan for $500 million in venture capital failed to move last session on bipartisan opposition.

But perhaps ?investment capital? is worth a shot.

The new language may sell better back in Darling?s district, where the long-serving senator campaigned as a free-enterprise loving, get-the-government-out-of-our-pocketbooks conservative. But to critics the concept is a rehash of the same old idea: The state knows better than the taxpayer where to spend money.

Asked what the difference is between venture capital or any other government giveaway, the senator answers:

Venture ? or investment ? capital ?takes taxpayer money and partners with government to invest in businesses to startup entrepreneurs who create jobs and develop the economy.?

Sen. Frank Lasee, R-De Pere, put it differently in an editorial published before Christmas.

?Next session there will be talk about a venture capital bill in Wisconsin, and even here there are people that want to give a small appointed committee the ability to dole out ? I mean ?invest? ? hundreds of millions of taxpayers dollars to get in the business of picking winners and losers with our money,? he wrote.

But that?s no way to dress a pig. Darling said this is about making ?investment in entrepreneurs? and ?creating jobs.?

Even Lasee, after condemning the government?s role in the Chevy Volt, Solyndra and the Wisconsin Economic Development Corp. failures, acknowledged that he would support venture capital, if the investors put some skin in the game.

?The reason I would be willing to vote for a 60-40 percent split is because venture capital firms have a vested interest in making sure they invest their money wisely and making a profit,? he wrote.

Investors take note ??the free market is having a fire-sale discount ??40 percent off. All funds must go!

The Ohio Capital Fund, a ?fund of funds? that Wisconsin lawmakers have said they may use as a model for ?investment capital,? wrote bonds for $150 million and leveraged that money with investors to create 2,283 jobs, according to the Capital Fund website. That?s more than $65,000 a job, not including the funds private investors had to match to get the state?s money.

Columbus Business First reports the GOP-controlled Ohio Senate is not moving to pony up another round of funding.

Darling, though, said this is the way to build jobs.

So was President Obama correct when he said, ?You didn?t build that? to small businesses while on the campaign trail last fall? Conservatives, like Darling, balked at the suggestion that government lent entrepreneurs a helping hand in creating their businesses. But she insists that?s not what ?investment capital? is.

?That?s not what we?re talking about at all. We?re talking about public-private partnerships,? she said.

A little more marketing parlance perhaps. If the term ?subsidy? makes your constituents squeamish, try ?public-private partnership? instead.

Other ideas if ?investment capital? proves a no-go?

?Tying it in with small business is certainly a hot categorization of investment that is being used all over the place right now,? Gibler said. ?Or innovation, tying it in with innovation is in fashion.?

Innovation capital. Now that?s something to take to voters back home.

Darling?s venture cash

Darling introduced venture capital legislation in 2011. It failed to move in the Senate.

Darling has received $172,937 from the banking and finance industry since January 2008, according to the Wisconsin Democracy Campaign, a campaign finance tracking organization. In 2011, Darling received $8,400 from interests marked ?venture capital,? according to Maplight.org, a campaign finance tracking organization.

Salmon marinates in lively orange

Fun, flavorful and appealing: Those three words pretty much sum up this dish. A quick marinade of orange and sesame lightly flavors the fish. The bok choy and orange salad (a play on the traditional Italian orange and fennel salad) provides a bright base on the plate.

SESAME ORANGE SALMON WITH WARM BOK CHOY SALAD

FOR THE SALMON

Finely grated zest and freshly squeezed juice of 1 large orange (1 teaspoon zest, about1/4 cup juice)

1 tablespoon toasted sesame oil

1 teaspoon honey

Salt

Freshly ground black pepper

Four (4- to 6-ounce) salmon fillets, skinless if desired

2 teaspoons olive or peanut oil

FOR THE SALAD

1 pound bok choy, white stems cut into approximately 3/4-inch dice, leafy green parts cut into strips about 1 inch long and 1/2 inch wide

1- 1/2 teaspoons olive or peanut oil

4 medium scallions, white and light-green parts, cut crosswise into thin slices ( 1/2 cup)

2 medium carrots, coarsely grated (1 cup)

Finely grated zest of 1 large orange (1 teaspoon)

2 oranges, peeled and cut into supremes (see note)

2 teaspoons honey

1 tablespoon toasted sesame oil

Salt

Freshly ground black pepper

For the salmon: Combine the orange juice and zest, toasted sesame oil and honey in a shallow dish. Season with salt and pepper to taste. Add the salmon fillets and turn to coat completely; turn again after 10 minutes.

While the fish is marinating, start the salad: Steam the bok choy in a stove-top steamer in stages. First, steam the bok choy stems for 4 to 5 minutes, until tender. Remove the stems and add the bok choy leaves; cover and steam them for about 3 minutes, until wilted and tender.

Preheat the oven to 350 degrees.

Heat the 1- 1/2 teaspoons of olive or peanut oil in a deep nonstick 10-inch saute pan or skillet over medium-high heat. Add the scallions; cook for 1 minute, stirring. Add the carrot; cook, stirring, for 3 to 4 minutes, until the carrot is just getting tender. Add the orange zest, the orange segments, the steamed bok choy stems and leaves, the honey and toasted sesame oil; stir to combine. Season with salt to taste. Reduce the heat to medium and cook for 3 to 4 minutes, until the orange segments have warmed through. Turn off the heat.

To finish the fish, heat the 2 teaspoons of olive or peanut oil over medium-high heat in a nonstick, ovenproof saute pan or skillet large enough to hold all of the salmon pieces. Once the oil is hot, carefully add the salmon pieces, skin (or skinned) side up.

Cook for 1 to 2 minutes, just long enough to form a nice crust. Use a wide, thin spatula to carefully flip the salmon pieces over. Cook for 1 minute, then transfer the pan or skillet to the oven. Cook for 5 to 6 minutes or until the salmon is done to your liking.

Divide the bok choy and orange salad mixture among individual plates, piling it at the center of each one. Top each portion with a piece of the salmon. Serve warm or at room temperature.

Note: To cut the orange into supremes, slice off the bottom and the top. Stand the fruit on a cutting board with one of the cut sides down. Use a serrated knife to cut the peel and the pith away from the fruit, top to bottom, exposing the flesh. Then, holding the fruit in your hand, cut the orange segments away from the membrane. (The idea is to leave behind all of the membrane and white pith.)

Makes 4 servings.

Nutrition per serving: 300 calories, 25 g protein, 18 g carbohydrates, 15 g fat, 3 g saturated fat, 60 mg cholesterol, 230 mg sodium, 4 g dietary fiber, 12 g sugar.

Quadrantid meteor shower: Will moon wash out the show?

Quadrantid meteor shower-watchers will have to deal with a three-quarter-full moon, but the event peaks overnight Wednesday, meaning the show will go on.

One of the year's meteoric show stoppers ? the Quadrantid meteor shower ? peaks overnight Wednesday.

Anyone with the good fortune of living under very dark skies on a moonless night could expect to see as many as 120 meteors an hour when the shower's source region in the sky ? or radiant ? is directly overhead.

Wednesday, however, the shower will have competition from a moon nearly three-quarters full, so moonlight will mask most of the dimmer bulbs on the shelf. Given the moon's phase, that translates into a rate of between five and 10 meteors an hour visible to people from urban centers through suburbs and into rural areas, according to estimates from the American Meteor Society.

The shower actually spans six days, starting Jan. 1. But this year Earth is encountering the bulk of this cosmic debris in the predawn darkness of Jan. 3.

While other meteor showers typically derive their names from constellations near each shower's radiant, the Quadrantids appear to come from a kind of netherworld between the end of the Big Dipper's handle and the four stars that comprise the head of Draco, the dragon. Astronomers already recognize a meteor shower each October as the Draconids. The Ursids come each December. And it's hard to get excited about something that could have been named the Dippids. So Quadrantids it is. Warning: You can't take that explanation to the bank.

Skywatchers have been observing the Quadrantids at least since 1825.

Somewhere between a short item entitled "Account of the Poison Plants of the Southern Parts of Brazil" and "Professor Buckland's Notice of the Hyaena's Den near Torqay," the Edinbrugh Philosophical Journal informed its readers that "on the 2d of January 1825, about 5 a.m.; Antonio Brucalassi ... observed ... a singular electric phenomenon." He saw what researchers later would refer to as a fireball, with "a great number of shooting stars ... seen before and after the appearance of the meteor." The issue was dated 1826.

Some 14 years after Signore Brucalassi's observation, scientists in the US and Belgium would independently posit that what Brucalassi saw was a recurring event.

In 2003, the shower was pegged to a near-Earth asteroid dubbed 2003 EH1. Using data gathered by the Lowell Observatory's Near-Earth Object Search, Peter Jenniskens, with the SETI Institute in Mountain View, Calif., ran calculations that showed how in the past, the object's closest approach to the sun coincided with Earth's passage through the densest part of the debris ? quite like meteors from comets, he noted.

After some additional sleuthing, he suggested that 2003 EH1 was the remnant of comet C1490 Y1, observed in Asia between 1490 and 1491 and that later broke apart.

While this year's Quadrantid shower risks being a relative washout visually, you may be able to snag more meteors on your FM radio. As meteors plummet through the atmosphere and heat to the point of glowing, they leave a streak of ionized gas behind them ? briefly. Ionized gases reflect radio signals.

By tuning to a powerful FM station roughly 800 miles away that broadcasts on a quiet part of the FM band where you live, you may be able to pick up the "ping" of a passing meteor. They sound like this. Nothing like Steely Dan, but clearly noticeable. For detailed information on observing meteor showers via radio, try this website.
