Welcome Back - Enjoy Pinellas County's parks and trails : Outdoors ...

Walking is a recommended activity for any good health and fitness program, and Pinellas County offers a number of opportunities to get moving in a variety of settings.

One of the most popular spots is the 47-mile Fred Marquis Pinellas Trail, which county officials describe as a ?linear park and recreation trail,? that runs from St. Petersburg to Tarpon Springs. The trail runs along an abandoned railroad corridor and an average of 70,000 walkers, joggers, bikers and skaters use it each month.

Amenities include rest stops with restrooms and lavatories, beverages, bicycle racks, litter receptacles, lighting, telephones, trail maps and water fountains. Paved parking areas are available at certain access points. Nature trails loop around various scenic areas with access paths back to the asphalt trail.

Several shorter trails are located in parks throughout Pinellas.

Walsingham Park, 12615 102nd Ave., Largo, has a six-mile multi-purpose trail that winds past a 100-acre lake. Fitness enthusiasts enjoy the course and there are two playgrounds for children. Benches, picnic tables, pavilions and restrooms complete the facility. Access the park off 102nd Avenue or Walsingham Road.

Lake Seminole Park, 10015 Park Blvd., Seminole, sports a two-mile recreational trail used by joggers, hikers, bikers and for rollerblading. The park is a designated wildlife habitat and sanctuary. The trail passes through a scenic pine flatwoods area. It features a playground for children, a climbing rock and more.

John S. Taylor Park, 1100 Eight Ave. SW., Largo, features a tree-lined 1.8-mile recreation trail, plus a disc golf course ? two excellent ways to get moving in a natural setting. Additional amenities include a freshwater lake for fishing, softball diamond, picnic facilities and two playgrounds for the children.

Boca Ciega Millennium Park, 12410 74th Ave. N., Seminole, is a haven for nature lovers. Enjoy a walk along the designated Great Florida Birding Trail with boardwalks and bird viewing area. A 35-foot observation tower offers a panoramic view of Boca Ciega Bay. Other attractions include fishing piers, canoe and kayak launch, picnic shelter and playgrounds for children and dogs.

Tips On Filing For Personal Bankruptcy | Siben & Siben Long Island ...

TIP! A great way to restore your credit is to establish a new line of credit. This is sometimes difficult with bad credit, but secured credit cards are a viable solution.

Making the decision to file for bankruptcy isn?t an easy one, but sometimes it can be the only way out of a mountain of debt. When going through this process it is best you have a lot of knowledge on what is about to take place. Continue to read this article to learn what has helped others who have filed for bankruptcy.

TIP! Make a prompt decision to accept more responsibility for your financial situation before you file. Do not take on more debt or use more of your current credit.

Choose a bankruptcy attorney carefully. Many newer lawyers enjoy this kind of law. The lawyer you choose will need to be experienced and licensed. You can check histories of attorneys online, including disciplinary records and backgrounds.

TIP! You are going to get found out and get in trouble if you don?t disclose all your assets, so be totally honest from the beginning. Wherever you file, that court has to be made aware of all details regarding your finances, positive and negative.

It is simple math; when you owe more than you are able to pay off, a bankruptcy is the likely solution. If this describes your situation, it makes sense to become familiar with relevant laws. Each state has their own bankruptcy laws. For instance, in some states you can keep your home and car, while other states prohibit this. See to it that you understand the bankruptcy laws in the area that you live prior to filing.

TIP! Once you have settled on bankruptcy, you will need to be aware of all the laws in your state. This is your future and you should acquire as much knowledge as possible while being thoroughly involved in the process, this way you can get the best outcome from this situation.

Look for a local bankruptcy lawyer who has a strong reputation. After you locate a likely candidate, you?ll want to find out if you can consult with them for free. Take all financial information when going to a consultation. A good attorney will answer any questions you may have about the process.

TIP! Facing bankruptcy is not a fun situation and cause a lot of stress and anxiety. In order to keep things together and protect yourself from excess stress, be sure to hire a competent attorney.

If you make a mistake and the judge dismisses your personal bankruptcy case, it is possible to file again. Yet in most cases, the automatic stay is only for about a month. If the judge can understand your error and refiling, then then stay may be extended.

TIP! Try not to be embarrassed about filing bankruptcy. Many people will get depressed and think they?ve failed when they need to file.

If you are truly faced with bankruptcy, avoid blowing your savings or retirement money, trying to pay off debts. Unless there is no other choice a retirement account should not be used. You may have withdraw from your savings every now and then, but try to leave yourself some financial security for the future.

TIP! Reconsider going through a divorce as it could put you into a rough financial situation. Often, people file for divorce, and then find that they may need to file for personal bankruptcy.

Don?t ever pay a bankruptcy attorney for a consultation, and ask a lot of questions. Most attorneys offer a free consultation which you should take advantage of. Meet with a few before finalizing your plans. Only choose an attorney once all your concerns are answered to your satisfaction. It is not necessary to make a final decision right away. So you have sufficient time to speak with a number of lawyers.

TIP! Don?t file for bankruptcy on a whim; do your due diligence first. Think carefully about your situation with debt and determine which debts can be discharged with your bankruptcy.

You might find it hard to file successfully for bankruptcy, if your primary debt issue are your student loans. Even though laws are different in different states, debt from student loans are some of the most difficult kinds of debt to be discharged. You will have to demonstrate ?extreme? or ?undue? hardship to successfully discharge your student loans.

TIP! After filing a personal bankruptcy, remember to be careful of the debt that you try to take. It is not rare to have offers come pouring in for special loans and other lines of credit that claim they are intended specifically for those just out of bankruptcy.

There are others online who have had to file bankruptcy just like you, so seek them out and talk with them if you start feeling low over your situation. It?s quite common for you to feel alienated and unable to connect with your friends while you?re dealing with the stress of a bankruptcy. You may find it helpful to seek out chat rooms for people going through personal bankruptcy proceedings. Here you will find people who can share stories similar to yours.

TIP! Be sure that you are aware of what your lawyer is doing in regards to your personal bankruptcy case. You need to be mindful of all that is taking place and never fear picking up your phone to call someone and ask questions.

In difficult financial situations, filing for bankruptcy is sometimes unavoidable. You should now have some excellent advice from people who have personally struggled with the bankruptcy process. Taking time to learn from those who have traveled this road before you will make your own journey less stressful

Elusive Mercury at Its Best Now for Southern Stargazers

The planet Mercury is one of the brightest objects in the sky, but the elusive rocky world is always a challenge to observe, though it is a prime target for planet-seeking observers in the Southern Hemisphere.

Because Mercury orbits close to our sun, it never strays far from the sun's bright glow. Even when it is farthest from the sun, as it is this week, Mercury's position in the sky often makes it difficult to see.

The problem is that the angle which the ecliptic ? the path that the sun, moon, and planets follow across the sky ? is sometimes tilted so that it makes a shallow angle with the horizon. So, even though Mercury is far from the sun, it is still very close to the horizon at sunset.

This is the situation this week for observers in the Northern Hemisphere. As usually happens, a poor angle for northern observers turns out to be a good angle for Southern Hemisphere observers. The sky map accompanying this guide shows the view of as viewed from Melbourne, Australia.

From Melbourne, the ecliptic appears to rise almost straight up from the horizon, putting Mercury in a very favorable spot. Mars is even higher above the horizon, and the bright red giant star Antares is between the two. Off to the left are two more bright stars, Rigil Kentaurus and Hadar.

"Rigil Kentaurus" is an alternative name for the star system also known as Alpha Centauri, which has been much in the news in the last few days because of the discovery of an Earth-sized planet around one of its component stars.

Southern observers may need to wait a while after sunset for the sky to darken enough to let them spot Mercury and its companions; binoculars will help.

Northern observers will have a much more difficult time. Mercury, Mars and Antares will be much lower in the sky, way off to the left of the setting sun, and Hadar and Rigil Kentaurus will be completely below their horizon.

Plants provide accurate low-cost alternative for diagnosis of West Nile Virus

ScienceDaily (Oct. 24, 2012) ? While the United States has largely been spared the scourge of mosquito-borne diseases endemic to the developing world -- including yellow fever, malaria and dengue fever -- mosquito-related illnesses in the US are on the rise. One pathogen of increasing concern in the U.S. is an arbovirus known as West Nile.

Now Qiang "Shawn" Chen, a researcher at Arizona State University's Biodesign Institute and a professor in the College of Technology and Innovation has developed a new method of testing for West Nile, using plants to produce biological reagents for detection and diagnosis.

The new research, conducted by Chen and his colleagues at the Center for Infectious Diseases and Vaccinology recently appeared in the Journal of Biomedicine and Biotechnology.

"One critical issue in WNV diagnosis concerns the difficulty of distinguishing WNV infection from other closely related diseases, such as St. Louis encephalitis and dengue fever, due to the cross-reactivity of antibodies among flaviviruses," Chen says. "It is important to develop better diagnostic tools with enhanced accuracy for both treatment and diagnostic purposes."

Thus far, the 2012 outbreak of West Nile in the United States is on track to be one of the worst on record. According to the Center for Disease Control, 48 states have reported West Nile virus infections in people, birds, or mosquitoes as of October 9th of this year.

To date, 4,249 cases of West Nile virus disease have been reported in humans, including 168 deaths. Of these cases 2,123 (50 percent) appeared in the more severe or neuroinvasive form of the disease, causing meningitis and encephalitis, while 2,126 cases were classified as non-neuroinvasive.

These figures represent the highest number of West Nile cases reported to the CDC since 2003, with nearly 70 percent reported from eight states: Texas, California, Louisiana, Mississippi, South Dakota, Michigan, Oklahoma, and Illinois. Over a third of total cases have been reported from Texas.

The alarming upswing in West Nile cases coupled with their broad geographic distribution demand new techniques for both diagnosis and treatment. Chen and his colleagues have been exploiting the power of plant biotechnology to achieve these goals.

Earlier, Chen's group developed the first successful plant-derived therapeutic to combat West Nile post-infection, reporting their results in the Proceedings of the National Academy of Science. The current study advances efforts to create a diagnostic test for West Nile that will overcome barriers of existing methods, including limited accuracy, prohibitive cost and scalability.

In nearly all cases, West Nile is transmitted to humans through the bite of an infected mosquito. Mosquitoes acquire the virus after feeding on infected birds. The virus then migrates to the mosquito's salivary glands, from which it may be injected into humans and animals. There, it can multiply and produce characteristic symptoms of West Nile disease. These may present as flu-like malaise including fever and chills, headaches, fatigue and pain in muscles and joints. Symptoms typically last three to six days, but may persist for weeks.

In around 1 in 150 WNV cases, individuals develop infections of the brain (encephalitis) or surrounding tissue (meningitis), often producing severe headache, fever, stiffness, confusion, convulsions, coma, tremors, muscle weakness and paralysis. Those with neurologic involvement may require weeks of hospitalization and may suffer permanent health effects including muscle weakness and paralysis. Around 10 percent of people with WNV encephalitis die.

Faced with the growing threat of mosquito-borne epidemics, researchers like Chen stress the necessity of developing rapid, low-cost platforms for diagnosis of West Nile. Traditionally, cell cultures from serum, cerebrospinal fluid or tissues have been examined but the short viremic phase and low viral count of WNV in blood and spinal fluid limit the sensitivity and accuracy of such tests. Protein-based methods like ELISA have become standard tests for West Nile, yielding better results but at considerably higher cost and with limited scalability.

In the current study, plants were exploited for their ability to produce large volumes of proteins that can be used for diagnostic testing. As Chen explains, proteins produced in this way traditionally require a lengthy time period before transgenic plant lines can be established. By contrast, the new method, which makes use of plant viral-based vectors like Tobacco Mozaic Virus and Gemini Virus, relies on the ability of plants to transiently express particular target genes, yielding the desired protein in 1-2 weeks.

The technique provides the speed and flexibility of a bacterial gene expression system while permitting the posttranslational modifications of proteins afforded by mammalian cell culture approaches.

Chen's group used plant transient expression systems to produce two varieties of protein reagents useful for the detection and diagnosis of WNV -- one a recombinant antigen and one a monoclonal antibody. High expression levels of both reagents were observed in two kinds of plants: Nicotiana benthamiana (a close relative of tobacco) and lettuce. The two reagents may be readily purified to greater than 95 percent and retain their native functionality and specificity.

The production of plant-derived antigens and monoclonal antibodies offers an attractive alternative to the use of mammalian, insect or bacterial cell cultures and demonstrates the capability of plants to provide accurate and flexible diagnostic reagents not only for WNV but a broad range of arboviruses affecting human health.

"Our test will improve the accuracy of diagnosis, leading to the proper treatment of patients affected by WNV," Chen says. "The plant-derived monoclonal antibody we examined is not only low-cost, but highly specific for WNV antigen and does not recognize antigens from other flaviviruses." Chen further notes that application of this research will ultimately allow a broad range of WNV surveillance capabilities, from clinical diagnosis to global distribution patterns in wild bird and mosquito populations.

West Nile Facts

The West Nile Virus (WNV) is an arbovirus belonging to the Flavivirus genus of the Flaviviridae family

Mosquitoes that have acquired the virus from infected birds transmit WNV.

First identified in the Eastern Hemisphere and widely distributed in Africa, Asia, Europe and the Middle East, WNV entered the Western Hemisphere in 1999, via New York City.

Since its American debut, WNV has infected over 30,000 people with severe forms of the disease, with an untold number of additional cases remaining undiagnosed.

Infection with WNV can be asymptomtic or can lead to West Nile fever or severe West Nile disease.

Around 20 percent of people who become infected with WNV will develop West Nile fever, with symptoms including fever, headache, exhaustion and body aches, occasionally with a skin rash (on the trunk of the body) and swollen lymph glands. The illness can last from a few days to several weeks.

The symptoms of severe WNV disease -- also known as neuroinvasive disease, including West Nile encephalitis or meningitis or West Nile poliomyelitis -- include headache, high fever, neck stiffness, stupor, disorientation, coma, tremors, convulsions, muscle weakness, and paralysis.

Approximately 1 in 150 people infected with WNV develop a more severe form of disease. While serious illness can occur in people of any age, those over 50 as well as individuals with compromised immunity (including transplant patients) are at the highest risk for severe illness following WNV infection.

The incubation time for WNV is typically 2 to 15 days. It is believed that infection confers lifelong immunity to the virus.

This year (2012) has seen a serious uptick in West Nile cases and will go on record as among the most severe in terms of case numbers.

A mild winter and a hot, dry summer may have contributed to the rapid spread of WNV across the U.S. this year. Climate change has been implicated as a factor exacerbating the spread of WNV.

The susceptibility to severe symptoms of WNV disease appears linked to genetic traits. Further, advanced age is one of the primary risk factors for severe neurological disease, long-term morbidity and death.

Plant production for diagnostic protein reagents may easily be scaled up to suit existing need, as in the case of a sudden WNV epidemic.

Plants are ideal protein bioreactors, due to their capacity to produce large volumes or proteins at low cost and their ability to make appropriate posttranslational modifications of proteins.

Currently, there is no vaccine against WNV, nor effective therapeutics approved for human use. The best tactics of prevention are:

  • Cover exposed skin with long pants and long-sleeved shirts, particularly during early morning or evening hours when mosquitoes are most active
  • Use insect repellent
  • Keep window screens in good repair
  • Try to reduce or eliminate areas of standing water where mosquitoes breed, including bird baths, wading pools, tire swings, etc

Things to Avoid in Building a New House | Simple Interior Design ...

23 10m 225x300 Things to Avoid in Building a New HouseIn building a new house, you should have good plans and enough budgets so you can get a new house as you want. Unfortunately, some of you only focus on budget without thinking about plan. That?s why you often get many problems at your house like leaky roof, clogged toilet, and broken floor. You might not get these problems at this moment but believe it you will get it sooner or later. If you don?t want to get these problems, you better make good plans before you build your own house and avoid doing several things below;

Choose inappropriate roof. Roof is an essential part at your house that you should pay attention. If you choose inappropriate roof especially it has low quality, you can get leaky roof problem easily. Therefore, only choose roof which matches with your home design and has high quality. For example if you use modern home design, the right roof for your house is metal roofing, if you use minimalist home design, tile roofing can be the right choice for your roof. Besides, don?t forget to install your roof correctly, you can hire reliable constructor to do this, like Holton Construction which is knows as a great site for commercial metal roofing.

Ignore plumbing installation. What do you feel when you get clogged toilet problem? Yes of course you will feel disappointed with this problem, right? Don?t blame your toilet because clogged toilet is caused by bad plumbing installation when you build your house. Therefore, don?t ignore your plumbing installation; you should hire a reliable plumber to install your plumbing so you can feel comfortable when using your toilet.

Buy low quality flooring. Due to flooring prices which generally are expensive, some of you prefer to choose cheap flooring without considering its quality than to choose expensive flooring which has high quality product. Actually you better spend money to get high quality flooring which can survive for long time than you buy cheap flooring which might have low quality and be able to survive up to a year. By choosing low quality flooring your flooring might be broken easily. Is it what you want?

Keep in mind only choose high quality building material so your house can ?stand? for long time and make you and your family feel safe and comfortable to live inside.

Let me introduce you to one of my favorite vices: Fred on Everything

Fred Throws Sombrero in Ring
The Only Thing We Have to be A-Fred of is Fred Hisself

October 25, 2012

I see that I shall have to take over the helm of the country to save it from the impending collapse. It has come to this. I have always said that I would undertake the presidency only under an assumed name?who would want that on his resum???but noblesse oblges. What could be nobler than this column?

You may say, ?But Fred, how can you be so bloody arrogant as to think you can run the country?? To which I reply, ?We know that the incumbents cannot. I may be able to. In any event, I couldn?t be worse: I have not that talent. Which do you prefer, assured disaster or a sporting chance??

Apparently the key to a successful campaign is a bumper sticker of supernal stupidity and irrelevance. I can play that game. How about ?A Fred in Every Pot.? Or Tippecanoe and Frederick Too.? Or ?Better Fred than Dead.? Or "Fred...Ahhhh." Or, most pertinently, ?Well, Have You Got a Better Idea??

It is my understanding that as a candidate, I need a platform. I think this means a pack of rhythmically mendacious platitudes that would put a crank freak to sleep. I shall try to do better. The following appear to me serviceable:

?Defense? policy: We don?t have one. The last time the military defended the United States was 1945?the United States, remember, being that place between Canada and Mexico, a region that does not include (recent graduates, check your atlas) Korea, Vietnam, Cambodia, Albania, Yugoslavia, Panama, Afghanistan, Iraq, Pakistan, Somalia, Iran, Nigeria, or Yemen.

Do not misunderstand me. I am as patriotic as the next guy, and consequently happy to kill remote strangers for no reason, and their wives, children, dogs, and flcoks. Unfortunately, we can no longer afford it. Do you know what bombs cost these days? Thus we must either find a cheaper means of terminating Afghan children, perhaps by poisoning, or else, on purely economic grounds, we must restrain the Pentagon?s appetites.

Therefore, under my administration all military officers will be required to wear pink tutus, toe shoes, and brassieres with expandable boob compartments. This will discourage history majors in arrested development from becoming lieutenants and strutting around like Genghis Kahn simulacra. An army of ballerinas will be much less troublesome.

With each promotion officers will get larger inserts of high-density silicone, so that they get back trouble and retire. David Petraeus will be instantly issued an udder.

Is this not genius?

Further, all pilots of military helicopters will be required to go into combat with their children strapped to the skids. This will calm martial enthusiasm. (I was going to use the pilots? wives, but on reflection realized that this might lead to an insatiable thirst for war.)

Education policy: I will institute schools. This will be a novel concept in a nation accustomed to day-care centers intended to keep the young off the labor market, introduce them to drugs the purchase of which sustains the Mexican economy, and, so as to prepare them for jobs in odious bureaucracies, inure them to levels of boredom that would cause a stone post to crumble.

To this end I will put a bounty on education theorists, offer taxidermy at public expense, and convert teachers colleges into repositories for radioactive waste (Wait: They might mutate. The consequences could be incalculable. I?ll have to think this over carefully). The schools will teach reading (phonetically) writing (grammatically) and arithmetic (without calculators). Otherwise their entire staffs will be fed to colonies of army ants. Brazil has lots.

I am replete with ideas for scholarly progress and social improvement. For example, any student who curses or assaults a teacher will be expelled, instantly and forever. (?But Fred,? you say, ?The poor things, they will end up in prison.? Exactly. They would anyway. Let?s get them started. Think of it as advanced placement. We could call it Head Start.)

Next, I will end affirmative action, specifically to include the admission to Ivy schools of dull-witted white legacies. This admirable policy would have protected us from Bush II, who on his merits couldn?t have gotten into Yale with burglar tools. It will make the federal bureaucracy functional again. Everything will be done without regard for race, creed, color, sex, or national origin, except cheese-cake photography. The underlying principle is the recognition that if you hire people because they can?t do a job, they won?t.

TSA: I am told that in Africa there are enormous silver-backed gorillas that can crush a coconut one-handed. I will station one of these at every airport gate in the country after suitable training. After an employee of TSA gropes a passenger, the gorilla will grope the TSA employee. This will doubtless result in a degree of attrition and, one hopes, frequent emasculation. Those who stay on the job will work naked to promote a sense of oneness with the public.

Moreover, I intend to institute the National Sausage Act, requiring that all other officials of Homeland Security be passed through a large industrial grinder. They will then be packed into sausage skins before being fed to undiscriminating sharks. This promise alone should result in my election by a grateful nation.

The first into the hopper will be that awful woman who records the airport warnings in that condescending almost gurgling elocution-major voice that sounds as if she wants to suck the microphone. There are limits to what we can bear. Well, there ought to be.

Next, I will have members of Congress officially designated as ducks by the National Park Service. States vary as to when duck season opens, but this is a matter of States rights. For a small license fee in the capital itself, citizens will be permitted to erect duck blinds along Pennsylvania Avenue. I imagine the use of duck calls which will squawk, ?Quaaack Pork, graft, corruption, little boys awwwk!?

God I?m good.

Next, marriage. We now have a situation in which heterosexuals believe that marriage exists to produce children, while homosexuals pursue their own ends. (Actually they pursue each other?s ends, but never mind.) As president of all Americans, I cannot discriminate. It seems to me that I must either outlaw all marriage entirely by executive order, or allow to all citizens the creativity that has made this country great.

I will thus allow same-sex marriage, as well as polygamy, on the principle that the state has no place in the bedroom. Combining same-sex marriage with polygamy, I imagine whole matrimonial platoons, with a sense of community and perhaps ID cards. In fact, I see no constitutional barrier to marriage between species. Why should a man not marry Fido? It is a question of individual conscience. We could introduce children to non-judgemental attitudes with books called ?Mommy Says Moooo.?

Ha. I cannot lose. See you in November.

Beetles use dung balls to stay cool

ScienceDaily (Oct. 22, 2012) ? Dung beetles roll their feasts of dung away to avoid the hoards of other hungry competitors at the dung pile. But now a team of researchers from South Africa and Sweden have discovered that they also use their balls in another, rather clever way. The moist balls keep the beetles cool even as they push a weight up to 50 times heavier than their own bodies across the hot sand.

"The beetles climb on top of their moist balls whenever their front legs and heads overheat," said Prof. Marcus Byrne from Wits University. "We stumbled upon this behaviour by accident while watching for an 'orientation dance' which the beetles perform on top of their balls to work out where they're going. We noticed that they climbed their balls much more often in the heat of the midday sun."

Further experiments showed that this midday phenomenon only held true when the beetles were crossing hot ground. In fact, beetles on hot soil climb their balls seven times as often as those on cooler ground.

To show that it was the beetles' hot legs that made them climb the ball, the researchers applied some cool (as in temperature) silicone boots to their front legs as alternative protection from the heat. "To our great surprise, this actually worked, and beetles with boots on climbed their balls less often," said Dr Jochen Smolka from Lund University, who collaborated on the research.

The discovery marks the first example of an insect using a mobile thermal refuge in this way. It is also a demonstration of the remarkably sophisticated strategies that insects and other cold-blooded creatures employ to maintain their body temperatures.

Once on top of a ball at midday, the beetles were often seen "wiping their faces," a preening behavior that the researchers suspect spreads regurgitated liquid onto their legs and head to cool them down further. That's something the insects never do at other times of day.

The findings are yet another reminder of the many creative solutions found in nature. According to Smolka, "Evolution has an astonishing ability to make use of existing structures for new purposes -- in this case using a food resource for thermoregulation."

Samsung announces Android 4.1 availability for Galaxy S III in South Korea

Samsung announces Android 41 availability for Galaxy S III in South Korea

It was pretty much inevitable, and true to its promise, Samsung has announced the availability of Android 4.1 for the Galaxy S III. Now before you get too excited, it appears that the upgrade applies only to the SHW-M440S variant, which is specific to Samsung's home turf in South Korea. Nonetheless, if the translation is correct, the new Jelly Bean release is said to bring usability improvements to the home screen, along with the ability to pause movies during recording and a smart rotation feature to the camera. Samsung's Kies software is specifically mentioned in the announcement post, although it looks as if an over-the-air install may be possible as well. Hopefully this news is a sign that certification for the global model and its domestic counterparts is just around the corner.

City auditor calls for more financial planning in future ? The VW ...

DAVE MOSIER/independent editor

Van Wert Mayor Don Farmer speaks during a Finance Committee discussion of the city budget. (Dave Mosier/Van Wert independent)

After years without a comprehensive financial plan for the city?s General Fund, Van Wert Auditor Martha Balyeat is calling for City Council and the administration to come up with one that would help the city live within its means over the next five years.

?It can?t be business as usual,? Balyeat said. ?I don?t like it, nobody likes it, (but) we have to look at what can we do differently.?

Finance Committee Chair Joi Mergy agreed. ?We need to take a serious look at things,? she said, emphasizing the word ?serious? while looking at Mayor Don Farmer.

The mayor said he doesn?t have a problem with doing so, but did note that it would take some time for his administration to sit down with department heads and work up some numbers.

The biggest impact on the local economy has been state funding decreases. Although 2012 city income tax receipts are up more than $341,000 over last year, cuts in state funding, and the elimination of the estate tax, offset the higher income tax revenues, Balyeat noted.

She added that the city is spending $200,000 more this year than it is bringing in, but did note that, if the $500,000 carryover being used for the Jobs Ready Site project is taken out of the mix, city departments are spending approximately $300,000 less than the city receives in revenues, and praised department heads for their efforts in keeping costs down.

The biggest problem for Balyeat is budgeting for unforeseen circumstances. The city auditor noted that there are sufficient funds for what is being budgeted for 2013, but she?s not sure where money would come from if unforeseen purchases result in increased costs. ?I?m confident we have the money to cover the budget,? she said, adding, ?I?m just not confident about what we?ll need.?

One such unforeseen expenditure has already arisen this year, with Law Director John Hatcher noting that the city would be responsible for hospital bills for those arrested who have no insurance and are injured or ill, because the Van Wert County Correctional Facility will no longer take inmates in need of medical treatment.

In the meantime, while Balyeat said she?s happy with the effort department heads have made to cut expenses during the current economic downturn, she added, though, that she?s not comfortable with appropriating all of the city?s resources each year for expenses. ?I?d like to stockpile money down the road,? Balyeat said, adding that many Ohio communities have five-year plans to cut personnel and wages and ?live within their means.?

The problem, as usual, with coming up with a five-year plan for the General Fund is where to cut ? and who to cut, since most of the fund?s revenues go for personnel costs.

Approximately 75 percent of the General Fund expenses are for personnel wages and benefits, and the majority of those wages and benefits are paid to firefighters and police officers ? people needed to maintain the community?s safety.

While noting that fire and police departments are not a good place to have to cut, Balyeat said she has a problem with the continued use of up to two-thirds of the .22-percent tax receipts to pay wages for police and fire department employees.

The city auditor said that, while using the .22-percent income tax funds is supposed to be a temporary measure until the economy improves, she?s not sure that, despite development efforts related to the Jobs Ready Site north of town, the city will see large improvements in revenues for awhile ? and maybe never.

The use of the funds, which are earmarked for capital improvement purchases in the police and fire departments, is also starting to affect such purchases, city officials noted, with Fire Chief Jim Steele agreeing to wait a couple of years to purchase a new $500,000 fire truck because the money isn?t there to pay for it.

With the police and fire chiefs already having five-year plans for capital expenditures, such a situation has never occurred before, Safety-Service Director Jay Fleming noted.

More talks will be held on the subject when the administration gets its financial figures together.

During the regular meeting that followed, City Council did vote to prepare a temporary appropriations measure, and also salary legislation that would give city employees not in a bargaining unit an across-the-board 2 percent wage increase to bring them up to what bargaining unit employees are receiving.

Fleming also reported on the concession stand and ballfield projects at Jubilee Park, noting that the roof is being installed on the concession stand this week. He also said that work on the Glenn Street water tower should hopefully be completed in the next two weeks.

Vantage Career Center Superintendent Staci Kaufman also sought support from city officials for the school?s levy renewal, and invited them to an open house for the newly renovated center that is scheduled for 5-8 p.m. Monday, February 25, 2013.

(AP) ? On a push to expose his softer side, Republican presidential nominee Mitt Romney on Tuesday revealed his intimate connection to the attack last month in eastern Libya that left four Americans dead.

Call it a case of mistaken Christmas parties that led Romney to meet Glen A. Doherty, a former Navy SEAL who was killed in the Sept. 11 attack at the U.S. Consulate in Benghazi.

Republicans, including Romney, have cited the attack to criticize President Barack Obama's foreign policy. The attack also was the centerpiece of Romney's high-profile, foreign policy speech Monday at the Virginia Military Institute.

But Romney waited a day to share his ties to the events in Libya, telling his story at a rally in Iowa, one of a handful of battleground states where he has been getting personal to help persuade undecided voters to support him.

The story begins with a chance encounter at a Christmas party in southern California in 2009 or 2010. He couldn't be sure which.

On a blustery day on an Iowa cornfield, Romney explained that he had gotten a flier at his home in southern California for a neighborhood Christmas party. He hadn't planned on going but, after noticing a party getting started at a house almost across the street, he and his wife, Ann, changed their minds and decided to pop over.

It wasn't until after dinner that they realized they were at the wrong house.

"Turns out, this wasn't the neighborhood party. This was a family having a party with their friends," Romney said as his audience laughed. "We were a little embarrassed but they treated us well nonetheless and I got to meet some really interesting people."

Then the story turns serious, as has become the custom in Romney's campaign speeches in recent days.

At rallies in Florida, Virginia and now Iowa, he has swapped the tales of hard-working entrepreneurs that had filled his speeches for months in favor of anecdotes about people in his life who have died. He talks about a 14-year-old leukemia patient, a quadriplegic classmate and an American soldier killed last year in Afghanistan.

Then there is Doherty, the former Navy SEAL Romney met at a party he wasn't supposed to attend.

Both were from Massachusetts. Both enjoyed skiing. And Doherty, who was 42 at the time of his death, talked about his work in the Middle East for a private security company after he finished his tour of duty as a Navy SEAL.

"You can imagine how I felt when I found out that he was one of the two former Navy SEALs killed in Benghazi on Sept. 11," Romney said in Iowa, pausing to stay composed. "It touched me obviously as I recognized this young man that I thought was so impressive had lost his life in his service of his fellow men and women."

Also killed were U.S. Ambassador Chris Stevens, diplomat Sean Smith, Doherty and Tyrone S. Woods, another former Navy SEAL.

The attack in Benghazi initially created a political headache for Romney, whose campaign issued a statement condemning the U.S. response before the severity of the violence was known. Romney was widely criticized by both Democrats and Republicans for trying to gain politically from the loss of four American lives.

In recent weeks, Obama's critics have questioned the administration's handling of the situation. Officials initially blamed what happened on a spontaneous protest they said was sparked by reaction to an anti-Islamic video that ridiculed the Prophet Muhammad and ignited mob protests at U.S. diplomatic posts across the Middle East and in North Africa.

The administration later said what happened in Benghazi was a terrorist attack carried out by al-Qaida-linked militants.

In the foreign policy speech Monday, Romney returned again and again to Benghazi.

"I want to be very clear: The blame for the murder of our people in Libya, and the attacks on our embassies in so many other countries, lies solely with those who carried them out ? no one else," he said. "But it is the responsibility of our president to use America's great power to shape history ? not to lead from behind, leaving our destiny at the mercy of events," he said. Unfortunately, that is exactly where we find ourselves in the Middle East under President Obama."

His tone Tuesday in Iowa was very different.

Romney said he learned that Doherty was in another building across town when he and his colleagues found out the consulate was under attack.

"They went there. They didn't hunker down where they were in safety. They rushed there to go help," Romney said. "This is the American way. We go where there's trouble. We go where we're needed. And right now we are needed. Right now the American people need us."

99% Finding Nemo 3D

All Critics (223) | Top Critics (45) | Fresh (233) | Rotten (2) | DVD (48)

A genuinely funny and touching film that, in less than a decade, has established itself as a timeless classic.

It makes even more compelling what is still my all-time favorite Pixar film.

Think of this re-release as an encore, a handy touchstone for you and your kids. "Finding Nemo" was and remains the gold standard against which all other modern animated films are measured, a classic from the day it premiered.

In this seamless blending of technical brilliance and storytelling verve, the Pixar team has made something as marvelously soulful and innately, fluidly American as jazz.

Nemo, with its ravishing underwater fantasia, manages to trump the design glamour of earlier Pixar films.

I don't exactly worship Pixar, but "Finding Nemo" is truly a great film.

Gill is Platoon's Sgt. Elias if he'd survived Sgt. Barnes' treachery and returned to civilian life weary and hard-bitten from his experiences. And also a fish.

Finding Nemo 3D is a quality post-conversion experience that successfully enhances the 2003 film's original standout visuals.

The 3D gives the images a little more depth but they already had heft and weight. The 3D is a money-making gimmick, nothing more.

A great blend of storytelling and technology.

It's downright curmudgeonly to remain focused on the negatives when the rest of the picture is saturated with invention and wit.

It's bright, it's beautiful and it hasn't aged a day. So why, then, do we need to see it in 3-D?

A rare example of a movie that not only survives its 3-D conversion but benefits from it

It was as funny as I remember and brilliant because it is subtle. It just knocks it out of the park. I love everything about this movie, one of my favorite Pixar movies of all time, 5/5 Schmoes. The new sound/3D adds to the greatness that is Nemo.

If you're fishing for fun in an ocean of movie mediocrity, grab the kids or the grandkids, fork out a few extra bucks and see this one in three-dimensions.

It's a great movie, so much fun, an acheivement that should be enjoyed by children of all ages and worth seeing it in 3D.

Sea-worthy w/enhanced visual lure and rich, humorous characters set in a double narrative; this 3D revisit allows us to fall overboard all over again.

If ever there was a film that wasn't broke, this is it. So naturally they converted it into 3D for a special re-release this weekend. (Stupid irony.)

I believe my sensitivity to certain creative choices of the picture has dulled some, while age has opened my eyes to its complex relationships and tireless sense of exploration.

When the blunt head of Bruce the shark slams into the screen like a hammer, everyone -- adults included -- gasps

At its best, the added dimension is merely harmless, making the movie blurry enough that you need special glasses to make it sharp again.

Bernanke makes strong defense of Fed rate policies

(AP Photo/Manuel Balce Ceneta, File)

(AP) ? Chairman Ben Bernanke offered a wide-ranging defense Monday of the Federal Reserve's bold policies to stimulate the still-weak economy.

The Fed needs to drive down long-term borrowing rates because the economy isn't growing fast enough to reduce high unemployment, Bernanke said in a speech to the Economic Club of Indiana. The unemployment rate is 8.1 percent.

Low rates could also help shrink the federal budget deficit by easing the government's borrowing costs and generating tax revenue from stronger growth, Bernanke argued.

The chairman cautioned Congress against adopting a law that would allow it to review the Fed's interest-rate policy discussions. The House has passed legislation to broaden Congress' investigative authority over the Fed and allow a review of its interest-rate policymaking. The Senate hasn't adopted the bill.

Bernanke warned that such a step would improperly inject political pressure into the Fed's private deliberations and affect the officials' decisions.

His speech follows the Fed's decision at its Sept. 12-13 meeting to launch a new mortgage-bond buying program. The goal is to try to drive low mortgage rates even lower to encourage home buying. Increased home sales could help spur hiring and accelerate economic growth.

The average rate on a 30-year fixed-rate mortgage is already 3.4 percent, a record low. But Bernanke thinks home loan rates could fall further, in part because long-term Treasury yields are much lower: The rate on the 10-year Treasury is just 1.62 percent.

After its September meeting, the Fed said it would keep buying the bonds until the job market showed substantial improvement. It also decided to keep its benchmark short-term rate near zero through at least mid-2015.

In his speech, Bernanke sought to reassure investors that the Fed's timetable for keeping its short-term rate ultra-low "doesn't mean we expect the economy to be weak through 2015." Rather, he said the Fed expects to keep rates low well after the economy strengthens.

Bernanke spoke two days before President Barack Obama and GOP challenger Mitt Romney will hold a debate in which the economy is the central theme. And on Friday, the government will release its September jobs report. Economists expect only modest hiring and continued unemployment above 8 percent.

The U.S. economy is still struggling more than three years after the Great Recession ended. Persistently high unemployment and weak pay growth have kept spending by consumers weak. That, in turn, has hurt manufacturing

and slowed broader growth.

Bernanke reiterated his argument that lower rates boost growth by helping increase prices of stocks, homes and other assets. Greater household wealth tends to make consumers and businesses more willing to spend.

Bernanke noted that when the Fed launched its first round of bond buying in late 2008, the average rate on a 30-year fixed-rate mortgage was a little above 6 percent. Today, the rate is 3.4 percent, the lowest since long-term mortgages began in the 1950s.

Still, the housing market's recovery remains slow, in part because many Americans lack the credit to qualify for a mortgage or can't afford the larger down payments now required.

The Fed's decision last month to launch a new mortgage-buying program was approved by its policy committee, 11-1. Jeffrey Lacker, head of the Federal Reserve Bank of Richmond, cast the lone dissenting vote. Lacker has argued that further bond buying won't likely provide much economic help and risks igniting inflation in the future.

Charles Plosser, president of the Fed's Philadelphia regional bank, and Richard Fisher, president of the Fed's Dallas regional bank, have also been critical of the Fed's bond purchases. Plosser and Fisher do not have votes on the Fed's policy committee this year but take part in the discussions.

At the same time, one Fed official who had been skeptical of the bond buying now appears more open to it. Narayana Kocherlakota, president of the Minneapolis Fed, has signaled that he's grown more concerned about the economy's sluggish growth. In a speech a week after last month's policy meeting, Kocherlakota said the Fed should fight high unemployment with an even more aggressive approach than it announced.

Still, like Plosser and Fisher, Kocherlakota lacks a vote on the Fed's policy committee this year.
